Many development projects have been implemented in Namibia since independence. Some were successful others not. Therefore, it is necessary that we look at some of these successful projects to see why they have succeeded. This thesis will look at the planning, monitoring and evaluation that are seen as the key factors for the successful implementation of a cross-sectoral development project. Against the background of the food security and nutrition development in Namibia project (UTF/NAM/OO7NAM) this thesis will take a look at how this project was planned, monitored and evaluated. The monitoring of food insecurity and malnutrition will be the vital part of this whole project and thus also of this thesis. The Food Insecurity and Vulnerability Information System (FIVIMS) as developed by Food and Agriculture Organisation of the United Nations (FAO), will be the key monitoring and evaluation system used for this project
In order to develop a good picture of why the project was needed and to set the environment in which this project has been operating the thesis will first take a look at the background to the problem of food security in Namibia. This is the problem that will have to be overcome by the said project. how it should be monitored and evaluated
In the second chapter the thesis will look at the policy guidelines, since these are the rules that are applied to food security and it has to be monitored and evaluated within this framework
In the third chapter the thesis will look at the background of the overall food security and nutrition programme, this will lead us [in chapter 4] to the support to food security and nutrition development in Namibia project. This is the project that is implemented currently as the second phase of the broader food security programme, the monitoring and evaluation of this project will also be looked at
In chapter five the thesis looks at the proposed monitoring and evaluation I system, Food Insecurity and Vulnerability Information Mapping System (FIVIMS). After this the thesis goes into the analysis of the food security and nutrition situation as well as the conclusion of the thesis
