2. 1 Introduction: This section deals with the procedures undertaken in carrying out this study. It outlines the research design, the instruments of data collection and finally the analysis of this data. 2. 2 The study:This study develops a dynamic framework within which issues concerning the role of export processing zones, in promoting economic growth and development in Namibia through increased investment inflows, exports and employment levels, technological and skills transfers, are critically assessed. It aims at analytically examining the impact of and experience of Namibia with the Export Processing Zones strategy during the first five years since its adoption with the passing of the Export Processing Zone Act, (Act 9 of 1995). In assessing the experience of Namibia with this developmental policy, the study outlines the history of the EPZ internationally, incorporates the African experience and finally focus on Namibia's progress with the policy
The study concentrated more on the EPZ policy of Namibia with the endeavour to analyse its conception, its implementation and its outcomes. The effectiveness and success of this policy in Namibia is also highlighted. Finally the study concludes by providing some recommendation and future actions
2. 3 Purpose of the study: The past years since 1995 have seen mounting interest and attention on the Export Processing Zone in Namibia. One only has to switch on the television or open a newspaper to see the profound attention the EPZ is receiving. There have been numerous articles written in the Namibian daily and bi-weekly newspapers and also coverage on the National television and radio on the Namibian EPZ12. These articles and news reports constitute praise or criticism of the EPZ regime, grand opening or launching of new EPZ enterprises, closure or cancellation by EPZ enterprises and different independent opinions on the regime
His Excellency the President of the Republic of Namibia Dr Sam Nujoma, when he opened the first Cabinet meeting in the year 2000 said: "Our Government, you will agree, is widely successful as far as policy formulation is concerned. We have been on the other hand less successful with regard to policy implementation, policy monitoring and evaluation". In brief the main emphasis was that policies carefully planned and analysed to achieve government objectives have not fared very well after implementation
The study therefore has two fundamental purposes, namely to evaluate the experience and impact of this increasingly popular policy tool in Namibian; and, to analyse the effectiveness and success of the policy after five years, so as to provide recommendation for improvement or adjustments if required
2. 4 Statement of the problem: The research question driving the study is: What is the progress made over the last five years by the EPZ policy in achieving its intended objectives of creating employment; attracting foreign investment; expanding export earnings; transferring of technology and skills to local people; value addition and strengthening the manufacturing base in order to boost the Namibian economy?
