The United Nations is often left to be viewed as a toothless bull-dog, not because it is unable to do what it stands for, namely the maintenance of international peace and security, but because individual states take it upon themselves to implement measures that are contrary to the principles contained in the United Nations Charter. In such cases there is not really any penalty to be implemented against such states
